The La Posada Drainage Ditch conveys storm drainage and flood flows from the La Posada Drive roadway and areas to the north.  During heavy thunderstorm activity in the summer of 2013, flood flows coming into the channel undercut the existing concrete “pillow” lining system and caused it to buckle and fail.  The area of failure is located between Benedict Drive and Spanish Trail Drive, directly north of La Posada Drive.  Repair of the failed area was programmed in the FY 14/15 Capital Improvement Plan.

To address the issue, several options were considered.  Ultimately it was determined that two options were viable, a rectangular concrete lining or rock-filled gabion baskets.  For the purposes of bidding, contractors were given the option of selecting from one of two bid schedules representing all work necessary to complete the project using the respective options.

The La Posada Ditch Rehabilitation project Notice to Bidders was advertised on September 30, 2015, with bids received on October 22, 2015.  A total of nine bids were received as outlined in the chart below.  One discrepancy was found in the bids received, Frank Lepori Construction had a math error which resulted in their bid price being reduced by $5,736.  This impact the bid results in that Frank Lepori Construction and Aspen Developers traded places; however this did not affect the low bidder.  A&K Earthmovers was the low bidder at $322,000 and selected the gabion basket option.  The engineer’s estimate for this project was $400,000.

1. City Council could approve the La Posada Ditch Rehabilitation Project as outlined by Staff.
2. City Council could reject the La Posada Ditch Rehabilitation Project and provide direction to the City Manager.

I move to approve the contract to A&K Construction for the La Posada Ditch Rehabilitation Project in the amount of $322,000.
