Title: Consideration and possible approval of purchase of a three-year Foxboro Distribution Control support agreement for the Truckee Meadows Water Reclamation Facility from Invensys Operations Management in the amount of $148,830.

Recommendation: Staff recommends that council approve the exception to competitive bid and purchase a 3 year support agreement for the Distributed Control System upgrade from Invensys Operations Management for a total of $148,820
Financial Impact: There is no impact to the General Fund. There remains $83,593.28 in appropriations for the first year of this multi-year continuing Foxboro hardware and software support contract in the Truckee Meadows Water Reclamation Facility (TMWRF) operations for Fiscal Year 2015-2016, approved by Joint Coordinating Committee (JCC) on March 4, 2015. This expense will be charged to TMWRF, Fund 5605, Account 603055, Software & Updates, under Program 131502, TMWRF IT. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is quantifying reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental. Total cost $148,820. Reno's share of cost (@65.91%) is $98,087.26. Sparks Share of cost (@34.09%) is $50,732.74.

Agenda Item Brief:

Consideration of exception to bid so TMWRF can purchase a support agreement for the Distributed Control System from the Foxboro Company for the amount of  $148,982.



Background:

The Distributed Control System (DCS) controls the operations of TMWRF.  The current system was originally installed in 1998, after Foxboro was awarded the project in an open bid process.  The Foxboro DCS has been very reliable and user friendly.  This reliability is based in part by the use of a support agreement.



Analysis:

A support agreement will give staff at TMWRF the tools necessary to keep the DCS system functioning at an optimum level. This will enable TMWRF to operate the facility with additional efficiency and less down time.  The Foxboro DCS is a manufactured by Invensys Operations Management.  Due to critical nature of control systems, only parts from the original manufacturer should be used.  Technical support through this agreement is provided from people that have direct communications with the engineers that designed the system.  For these reasons, only Invensys Operations Management can provide an acceptable support agreement and should be exempt from the open bid process.



Alternatives:

1)  The City Council could approve the support agreement as submitted by Staff.

2) The City Council could reject the support agreement and provide direction to the City Manager.



Recommended Motion:

I move to award a 3 year service contract to Invensys Operations Management for the amount of $148,820 as submitted by Staff.
