Agenda Item Brief:

A separate agenda item under consideration proposes a 3% cost of living increase effective the first full pay period following July 1st in 2015, and 2016 for Operating Engineers Local #3, Resolution No. 3281 is proposed to be amended to reflect the same cost of living increases.

Background:

The City of Sparks, Nevada provides a resolution defining salaries and benefits for employees not covered by a collective bargaining agreement as defined in N.R.S. 288. The city’s Confidential employees are served under a separate and distinct Resolution due to the nature of positions and specific benefits provided by the city as differentiated from other employee groups within the city. The Confidential employees of the city obtain their salary and benefits from a pay resolution that defines the salary levels and specific benefits provided by the city. NRS provides:

Confidential Employees as defined by NRS 288.170(6) are excluded from the bargaining unit but are entitled to participate in any plan to provide benefits for a group that is administered by the bargaining unit of which they would otherwise be a member pursuant to NRS 288.170(5).

Analysis:

On June 8, 2015 the City Council approved Resolution No. 3281. A separate agenda item under consideration proposes a 3% cost of living increase effective the first full pay period following July 1st in 2015, and 2016 for Operating Engineers Local #3. Resolution No. 3281 is proposed to be amended to reflect the same cost of living increases.

Alternatives:

1. The Council may choose to approve this proposed amended Confidential Resesented by staff.

2. The Council may choose not to approve this proposed amended Confidential Resolution as presented by staff.

3. The Council may choose not to approve this proposed amended Confidential Resolution and provide other direction to staff.

I move to approve Amendment No. 1 to Resolution No. 3281 as presented by staff.
