Title: Consideration and possible approval of $440,000 for contract laborers for Parks and Street Maintenance, Hometowne Christmas, Community Service crew, Sheriff’s Work crew and Park Rentals during FY16.

Recommendation: Staff recommends that the City Council approve an expenditure of up to $440,000 for contract laborers to support the city services described above.
Financial Impact: This project will combine budget of $440,000 from two different programs from the FY16 approved budget. $120,000 will come from Program #130515 Street Maintenance and $320,000 will come from Program #130520 Parks Maintenance.

Agenda Item Brief:

Staff is requesting the City Council approve an expenditure of up to $440,000 for contract laborers to support Park Maintenance, Street Maintenance, Park Rentals, Hometowne Christmas for FY16.



Background:

FY16 will be the third full season that Public Works will utilize contract workers from Manpower to support Parks Maintenance and Street Maintenance with the following tasks: trash pick-up, restroom cleaning, mowing, weed control, Community Service crew, park rental, canopy cleaning, crack sealing, street patching, fill pot holes, cleaning alleys and installation and removal of the decoration for Hometowne Christmas. FY16 will also be the second year Public Works utilizes an inmate crew from the Washoe County Sheriff’s Department to help with weed control and shrub maintenance six months of the year.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115 and using the State of Nevada RFP/ Contract number 2029/14026. Specifically, the City will be using a contract for temporary employees issued by the State of Nevada to Manpower.  The State’s bid represented high quality temporary employees and the City is able to join this contract and leverage those higher volumes to our benefit.

The Community Services Department plans to utilize the $440,000 to supplement Parks and Street Maintenance; Park rentals and the Hometowne Christmas event in the following amounts:

  • $268,400 for Parks Maintenance to mow, pick up trash, edge turf, tree planting, tree trimming, weed control, irrigation maintenance and one contract laborer to run the Community Service van 
  • $120,000 for Street Maintenance, including crack sealing, street patching, fill pot holes and cleaning alleys
  • $40,000 to support Park Rentals and the Hometowne Christmas event
  • $11,600 for Washoe County Sheriff’s work crew to perform shrub maintenance and weeding
