Title: Consideration and possible approval of the purchase of Crafco Polyflex II in the amount of $110,000.

Recommendation: Staff recommends that Council approve the purchase of Crafco Polyflex II in the amount of $110,000 during FY 15/16.
Financial Impact: $110,000 in Road Fund 1401. $110,000 was approved for project 16-0591 Crack seal material in the FY 16 CIP and $110,000 is currently available.

     A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

Staff is requesting approval of the purchase of Crafco Polyflex II in the amount of $110,000 in support of the 2015/2016 corrective maintenance program.



Background:

Crafco Polyflex II is the product used in the crack sealing process when performing maintenance on City streets. This product has proven to give the City the best performance compared with similar products on the market. The Maintenance Division estimates the amount of the product needed to complete the work for the season, and purchase accordingly.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115. Specifically, the City will be using a contract for these materials that was issued by the State of Nevada, to Crafco Inc. The State’s bid represented very high quality of material and the City is able to join this contract and leverage those higher volumes to our benefit.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct staff to provide alternatives to this purchase.


Recommended Motion:

I move to approve the purchase of Crafco Polyflex II in the amount of $110,000 during FY 15/16.
