TMWRF has 14 primary and secondary clarifiers which are critical infrastructure for the wastewater treatment process. TMWRF staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $90,282.86 for its share of a not to exceed $287,800.00 contract, including a $40,000 force account, administered by the City of Reno with Farr Construction Corp. to provide rehabilitation and improvements of Clarifier Basin 1B at TMWRF.
Background:
TMWRF is jointly owned by the Cities of Reno and Sparks. The City of Reno oversees the Capital Improvement Program for TMWRF, while the City of Sparks manages Operations. The reliable operations of each of the 14 clarifiers at TMWRF are critical to the performance of the plant. Over years of continuous operation the concrete tank structures and steel will require repairs and rehabilitation. Secondary Clarifier 1B is in priority need of surface repairs to include grout repair, treatment to coatings on metal surfaces, replacement of sealant system, and replacement of the steel roller wearing plate around the perimeter of the tank wall.
Analysis:
As part of Reno’s annual Capital Improvement Program (CIP), on behalf of TMWRF, one clarifier will be rehabilitated each year. Secondary Clarifier 1B was selected as the second clarifier for the program to be rehabilitated during Fiscal Year 2015-2016 and funding was ear-marked with the JCC’s approval of the 5-year CIP.
The City of Reno Council approved the bid at their June 17, 2015 meeting. The City of Reno only received one bid for this project. This bid was $39,200.00 over the engineers estimate. The City of Reno reviewed the bid from Farr Construction and the engineers estimate and determined that they were satisfied with the differences and would award the contract.
The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 31.37% or up to $90,282.86 for Sparks and 68.63% or up to $197,517.14 for Reno, as outlined in the attached Table 1.

Recommended Motion:
I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of concrete and steel rehabilitation improvements of Clarifier Basin 1B in a not to exceed amount of $90,282.86.
