An ordinance amending Title 9 Section 9.42.010 of the Sparks Municipal Code to lengthen the times for the allowance of amplified sound during permitted special events on public property in the downtown area only.

Agenda Item Brief:

This request is the second reading for a Code Amendment to Title 9 Section 9.42.010 of the Sparks Municipal Code to lengthen the times for the allowance of amplified sound during permitted special events on public property in the downtown area only.



Background:

Currently Sparks Municipal Code 9.42.010 limits amplified sound to 8 a.m. to 8 p.m. and not on Sundays or legal holidays. Many producers hold concerts as part of their events which are occasionally held on Sundays, holidays and past 9 p.m.



Analysis:

This code amendment adds to Title 9 Section 9.42.010 would bring make our downtown events compliant with code. It was important to not extend amplified sound to other event venues and parks, since they are situated in residential areas. City staff will continue to require all event producers to give impact notifications to local businesses and residents that would be affected by the sound of their permitted events. These impact notifications include the times of concerts as well as road closures, attendance figures and other pertinent information.



Alternatives:

1)  The City Council may approve the bill as submitted

2) The City Council may choose to reject the amendment to the ordinance and provide direction to the City Manager.

I move to adopt Bill No. 2692 as submitted.
