Title: Canvass the Votes and Declare the Results of the 2014 General Election.

Recommendation: That the City Council canvass the votes of the 2014 General Election for the City of Sparks held on Tuesday, November 4, 2014 and declare the results.

Agenda Item Brief:

The 2014 General Election was held on Tuesday, November 4, 2014 and the City Council must canvass the votes and declare the results within 10 days of the election per the City Charter Sec. 5.100 (2). The City of Sparks election information is as follows:

Total Voter Registration – 45,633

Total Turnout – 22,727 – 49.80%

Early Voters – 10,319

Absentee Voters – 1,913

Election Day Voters – 10,495

Number of Early Voting Locations - 21
Early Voting Locations within the City of Sparks – 5

Total Number of Election Day Polling Places – 83

Background:

On November 4, 2014 the General Election was conducted by the Washoe County Registrar of Voters on behalf of the City of Sparks per the Interlocal Agreement (AC-5019) approved by Council on March 24, 2014. Pursuant to NRS 293C.110, Sparks City Council adopted Ordinance No. 2487 on April 14, 2014 providing for the conducting and holding the 2014 primary and general elections for the offices of Municipal Judge for Department One, Mayor and Council Members representing the second and fourth wards of the city in accordance with the Interlocal Agreement.

Analysis:

On November 4, 2014, Washoe County held a General Election to fill the offices of Mayor and Council Memebers representing the second and fourth wards of the city in accordance with the Interlocal Agreement. The 2014 General Election unofficial final summary report from Washoe County is attached.

Mayor:

Geno Martini 16,781 votes cast 78.27 % of voters

Gene Newhall 4,658 votes cast 21.73 % of voters

Council Ward 2:

Ed Lawson 12,100 votes cast 63.94 % of voters

Ed Goodrich 6,823 votes cast 36.06 % of voters

Council Ward 4:

Charlene Bybee 11,616 votes cast 58.15 % of voters

Kristopher Dahir 8,361 votes cast 41.85 % of voters

Municipal Judge for Department One:

Barbara McCarthy 18,307 votes cast 100 % of voters
