Recommendation: Staff recommends that Council award the 2015 Street Rehabilitation– Unit 1, Bid No. 14/15-003, PWP-WA-2014-258 to Sierra Nevada Construction, in the amount of $637,007

Financial Impact: This project will combine budget of $637,007 from three different funds in four different CIP projects. $492,615 will come from Fund 1401 Road Fund - CIP #150500 Pavement Mgmt Program Street Improvements (currently available $1,700,000) and $75,000 will come from - CIP #150501 Sidewalk Rehabilitation (currently available $175,000). $24,300 will come from Fund 1631 Sewer Fund - CIP #156593 Annual Sewer System Street Improvement (currently available $175,000). $45,092 will come from Fund 1641 Drains Fund - CIP #156690 Annual Storm Drain Street Improvement (currently available $850,000)

Agenda Item Brief: Consideration and possible award of the 2015 Street Rehabilitation – Unit 1, Bid No. 14/15-003, PWP-WA-2014-258 to Sierra Nevada Construction, in the amount of $637,007. Staff recommends that council award the contract.

Background: This 2015 Street Rehabilitation Unit 1 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects.

Analysis:

The project scope identifies the need to remove and replace as needed rundown curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on Rosemary Drive from O’Callaghan Drive to Howard Drive and Fargo Way from O’Callaghan Drive to Howard Drive. The City of Sparks received five (5) qualified bids for this project, which were received July 10, 2014 at 1:45 p.m. and opened on July 10, 2014 at 2:00 p.m. A bid summary of the qualified bidders is shown below:

• Engineers Estimate $700,000

• Sierra Nevada Construction $637,007

• Spanish Springs Construction $645,444

• Q&D Construction $687,000

• A&K Earthmovers $694,670

• Granite Construction $842,842

Alternatives:

1. City Council could award the project as outlined by Staff.

2. City Council could reject the proposed project and provide direction to the City Manager.

Recommended Motion: “I move to award the 2015 Street Rehabilitation– Unit 1, to Sierra Nevada Construction, in the amount of $637,007"
