Recommendation: Staff recommends that Council approve the Lyyski Street Sewer and Street Rehabilitation Re-Bid Project, Bid No. 11/12-007, PWP-WA-2011-327, to Peavine Construction, in the amount of $327,002.90.
Financial Impact: Contained in the approved 5-Year Capital Improvement Plan (CIP) are Projects 120502, Pavement Management Program, Street Surfaces, Rehabilitation, with $1,200,000 in appropriations; 126620, Expansion/Rehabilitation of Sewer Infrastructure Systems, Lyyski Sewer Rehabilitation, with $200,000 in appropriations; and 126803, Expansion/Rehabilitation of Storm Drains Infrastructure Systems, Annual Road Ahead Project Coordination- Drains, with $200,000 in budget appropriations . As this project crosses three disciplines, related expenses will be charged as follows:

Agenda Item Brief: Consideration and possible approval of the Lyyski Street Sewer and Street Rehabilitation Re-Bid Project, Bid No. 11/12-007, PWP-WA-2011-327 to Peavine Construction, in the amount of $327,002.90. This project will replace the existing sanitary sewer main and laterals, street pavement, curb, gutter and sidewalk on Lyyski Street from East Lincoln Way north to East prater Way along with the replacement of existing curb, gutter and sidewalk on Clover Leaf Drive between Tangerine Street and Eastbrook Drive. Staff Recommends Approval.


Background: The City of Sparks is currently preparing to reconstruct Lyyski Street between East Prater Way and East Lincoln Way. The City of Sparks owns underground sewer piping within the project area. In anticipation of the street reconstruction project, public works maintenance and engineering staff analyzed the sewer system to determine if there were any portions that needed replacement or upsizing. Based on this analysis, it was determined that 980 feet of 8” diameter concrete sanitary sewer pipe was in poor condition and warranted replacement. In addition to the rehabilitation of Lyyski Street this project will also replace aging curb, gutter and sidewalk along Clover Leaf Drive between Tangerine Street and Eastbrook Drive. This sidewalk is in very poor condition and has become a safety issue. The engineer’s estimate for the combined sewer replacement and street reconstruction for both areas is $329,517.50. This project was re-bid because of new legislation that was approved in SB268 during the last Legislative Session (2011/2012). This bill requires a general contractor that self performs to list the amount of work they are performing on the project. None of the general contractors listed their details in the original bid even though it was specified on page 9 and 10 of the bid documents.

Analysis: The City of Sparks is currently preparing to reconstruct Lyyski Street between East Prater Way and East Lincoln Way. This project will combine the sewer replacement with the reconstruction of Lyyski Street, thereby avoiding trenching of a new roadway surface for future sewer repairs or replacement. The curb, gutter and sidewalk along Clover Leaf Drive is in poor condition, has become a safety issue, and is in need of replacement. Therefore the curb, gutter and sidewalk along Clover Leaf Drive will be replaced as part of this project. The project advertised in the Reno Gazette Journal on August 24, 2011 and copies were distributed to local plan rooms. Five bids were opened at City Hall on September 7, 2011. Bid results ranged in cost from $327,002.90 to $403,403. Alternatives: 1. City Council could approve the Lyyski Street Sewer and Street Rehabilitation Re-Bid Project as outlined by Staff. 2. City Council could reject the Lyyski Street Sewer and Street Rehabilitation Re-Bid Project and provide direction to the City Manager.

Recommended Motion: “I move to approve the Lyyski Street Sewer and Street Rehabilitation Re-Bid Project, Bid No. 11/12-007, PWP-WA-2011-327 to Peavine Construction, in the amount of $327,002.90.”
