Agenda Item Brief: Consideration and possible acceptance of an interlocal agreement between the City of Sparks, City of Reno, and Washoe County, in regard to the oversight of the Regional Sex Offender Notification Unit. The agreement places the oversight of the Regional Sex Offender Notification Unit with the City of Sparks Police Department.


Background: In 2009, the City of Sparks joined with the City of Reno, and Washoe County, to form a regional sex offender notification unit. The City of Reno managed the unit until 2011 when multiple factors led them to request that the Sparks Police Department take over the oversight of the unit. In 2011 an unofficial agreement was made between the three entities to move the unit to the Sparks Police Department where it has been housed since.

Analysis: The interlocal agreement formalizes the working agreement between the City of Sparks, City of Reno, and Washoe County, and provides that oversight of the Regional Sex Offender Notification Unit will be done by the Sparks Police Deparment. The interlocal agreement specifies that each of the entities will provide a detective to the Regional Sex Offender Notification Unit. In addition, Washoe County will supply an Office Support Specialist and the City of Sparks will supply a supervisor to the unit.

Alternatives: The Council can elect to reject the Interlocal Agreement.

Recommended Motion: To approve and accept the interlocal agreement placing the oversight of the Regional Sex Offender Notification Unit with the City of Sparks Police Department.
