Title: Consideration and possible award of the 2014 Street Rehabilitation – Unit 2, Bid No. 13/14-016, PWP-WA-2014-102 to Spanish Springs Construction, in the amount of $481,444.

Recommendation: Staff recommends that Council award the 2014 Street Rehabilitation– Unit 2, Bid No. 13/14-016, PWP-WA-2014-102 to Spanish Springs Construction, in the amount of $481,444.

Financial Impact: This project will combine budget of $481,444 from two different funds in three different CIP projects. $413,814 will come from Fund 1401 Road Fund - CIP #140502 Pavement Mgmt Program Street Rehab (remaining budget $356,205.88). $6,875 will come from Fund 1631 Sewer Fund - CIP #146602 Annual Road Ahead Project Coordination (remaining budget $41,773.11). $60,755 will come from Fund 1641 Drains Fund - CIP #146801 Annual Road Ahead Project Coordination (remaining budget $78,514.58).

Agenda Item Brief: Consideration and possible award of the the2014 Street Rehabilitation– Unit 2, Bid No. 13/14-016, PWP-WA-2014-102 to Spanish Springs Construction, in the amount of $481,444. Staff recommends that council award the contract.

Background:

This 2014 Street Rehabilitation Unit 2 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects.

Analysis:

The project scope identifies the need to remove and replace as needed rundown curb gutter, driveway approaches, handicap ramps and reconstruct the roadway with new asphalt on 9th Street from Prater Way to Victorian / “C” Street Alley and 10th Street from Prater Way to “C” Street.

The City of Sparks received five (5) qualified bids for this project, which were received March 26, 2014 at 1:45 p.m. and opened on March 26, 2014 at 2:00 p.m. A bid summary of the qualified bidders is shown below:

•Sierra Nevada Construction $521,007

•A&K Earthmovers $534,000

•Q&D Construction $560,010

•Granite Construction $580,580

Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the proposed project and provide direction to the City Manager.

Recommended Motion: I move to award the 2014 Street Rehabilitation Unit 2 project to Spanish Springs Construction, in the amount of $481,444.
