Recommendation: Staff recommends that the City Council approve the North Truckee Drain Realignment Phase 1 Change Order 1 to Q&D Construction, Inc in the amount of $3,396,029.25.
Financial Impact: $3,396,029.25 in Storm Drains Capital Fund 1641. $12,000,000 was approved for Project 14-6820 North Truckee Drain Relocation Phase 1 in the FY14 CIP, of which $1,384,756 of budget authority remains. On October 14, 2013, City Council approved an agreement with Truckee River Flood Management Authority whereby Truckee River Flood Management will reimburse City of Sparks $4,750,000 for North Truckee Drain Relocation construction costs. The construction contract in the amount of $9,165,013 was awarded to Q&D Construction in the December 9, 2013 Council Meeting. Of that $9.165M amount, $4,750,000 is reimbursable from Truckee River Flood Management Authority.

Budget Correction Plan: The Truckee River Flood Management Authority will reimburse the City of Sparks $4,750,000 for eligible North Truckee Drain Relocation construction expenses. As the City of Sparks receives invoices from the contractor, Q&D Construction, the City will request reimbursement from the Truckee River Flood Management Authority. This funding source will allow for the augmentation of the $12,000,000 North Truckee Drain Relocation Phase 1 budget that was approved in the FY14 CIP. |

Agenda Item Brief: Consideration and possible approval of the North Truckee Drain Realignment Phase 1 Change Order 1 to Q&D Construction, Inc (C-1394) in the amount of $3,396,029.25 This change order will continue the project an additional 597 linear feet of double 10’x14’ Reinforced Concrete Box culvert in order to complete the connection between Phase 1 and the Truckee River. Staff recommends approval.
Background: The North Truckee Drain Realignment Phase 1 Project in the amount of $9,165,013 was awarded to Q&D Construction, Inc. at the December 9, 2013 City Council Meeting. Limits of Phase 1 begin on the west side of Greg Street and end within Larkin Circle just east of Madison Avenue (see attached Figure). Bid prices were anticipated to be much higher (engineer’s estimate was $16 million); as such the City has realized substantial savings in construction costs. With the project savings, there is an opportunity to complete the North Truckee Drain Realignment Project between the downstream end of Phase 1 and the Truckee River. Extension of the Project in this manner represents an additional 597 linear feet of double 10’x14’ Reinforced Concrete Box culvert. This proposed project area is referenced as “Phase 2” on the attached Figure. Two options were considered to complete this additional work; these were preparing a second bid package for bidding and negotiate a change order with Q&D. It was determined the change order process would be quickest and result in the least amount of impact to the local businesses. Q&D and Community Services engineering have negotiated a change order to include the additional 597 linear feet of box and associated work, including headwall and outlet construction. Also included in the change order are an additional 1,623 square yards of PCC (Portland Cement Concrete) paving and 1,150 linear feet of Concrete Barrier Rail within the Greg Street portion of Phase 1. This represents replacement of asphalt shoulder areas not originally included in the Phase 1 Bid Package due to cost concerns.
Analysis: Change Order 1 presents an opportunity for the City of Sparks to complete the downstream connection of the Project to the Truckee River. Bid unit prices for quantities being extended are being held at the same as the Phase 1 Project as bid by Q&D. Time of completion is being held at one year per the original contract.
Alternatives: 1. City Council could approve the North Truckee Drain Realignment Phase 1 Change Order 1 as outlined by Staff. 2. City Council could reject the North Truckee Drain Realignment Phase 1 Change Order 1 and provide direction to the City Manager.
Recommended Motion: I move to approve Change Order 1 to C-1394 with Q&D Construction, Inc. for the North Truckee Drain Realignment Phase 1 project in the amount of $3,396,029.25.
