Recommendation: Staff recommends Council approve the Victorian Square Amphitheater Remodel Project, to Houston Smith Construction, Inc., in the total amount of $268,900.
Financial Impact: This project will combine budget of $268,900 from two different funds in three different FY14 approved CIP projects. $254,172 will come from Fund 1402 Parks & Rec Project Fund - $134,172 from CIP #14-2006 Victorian Square Amphitheatre Remodel Project (currently available $134,172) and $120,000 from CIP #14-2000 Bike Path Rehabilitation Project (currently available $120,000). $20,074.33 will come from Fund 1404 Capital Projects Fund – CIP #14-1002 Annual City Wide Elevator Retrofit & Upgrades Project (currently available $57,435).

Agenda Item Brief: Consideration and possible approval of the Victorian Square Amphitheater Remodel Project, to Houston Smith Construction, Inc., in the total amount of $268,900. The Victorian Square Amphitheater has been unusable over the past few years because of birds roosting in the roof structure, making it impossible to keep the building clean. This project will enclose the roof and ceiling, replace the main lighting with LED lights, remove the roosting locations for birds, and allow the structure to be programmed for use as originally intended. Staff recommends approval.


Background: The Victorian Square Amphitheater was originally constructed in 1989 and has been used during various events during that time period. In recent years birds have infested the roof structure of the building and made it impossible to keep the building clean. The roof joists are exposed and part of the roof is uncovered which has created an ideal roosting location for birds.

Analysis: This project will enclose the roof, ceiling, and primary roosting locations for the birds along with replacing existing ceiling lighting with new energy efficient LED lights. The City has chosen to accept the base bid and exclude Alternate #1 because of funding. The project was advertised in the Reno Gazette Journal on December 11, 2013 and digital copies were distributed to local plan rooms. Five (5) bids were opened at City Hall on January 9, 2014. Base Bid results ranged in cost from $268,900 to $377,314 and the bids have been evaluated and award recommendation made using the base bid amount only. Funding for Alternate #1 is unavailable. The contract amount includes a force account of $10,000 to correct unforeseen conditions, if required. Houston Smith Construction, Inc. is the lowest responsive and responsible bidder for this project with a base bid amount of $268,900. A bid recap which is attached for Council’s review.

Alternatives: 1. City Council could approve the Victorian Square Amphitheater Remodel Project, to Houston Smith Construction, Inc., as outlined by Staff. 2. City Council could reject the Victorian Square Amphitheater Remodel Project, to Houston Smith Construction, Inc., and provide direction to the City Manager.

Recommended Motion: I move to approve the Victorian Square Amphitheater Remodel Project, to Houston Smith Construction, Inc., in the total amount of $268,900.
