Title: Consideration and possible approval of an initial eighteen month contract with the possibility of four, one year extensions to Waste Management, Inc. for the disposal of biosolids at the Lockwood Regional Landfill from the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends that the Council approve a contract with Waste Management Inc. for disposal of biosolids from TMWRF at the Lockwood Regional Landfill at a weekday rate of $12.06/ton and a Saturday rate of $21.50/ton plus environmental and fuel charges.
Financial Impact: There is no General Fund impact. Costs for biosolids disposal are estimated, based on 150 tons/day, at $1,809.00/day for weekdays and $3,225.00/day for Saturdays. The estimated value of this contract for the initial 18 month period is $957,060.00. This expense will be charged to TMWRF, Fund 5605, Account 603240, Professional Services-Biosolids Hauling, under Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations fund (1630), Sparks is quantifying reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental. The flow split for the Fiscal Year ending June 30, 2013, was 32.39% / 67.61% for the Cities of Sparks and Reno respectively and the approximate split is outlined in the attached Table 1.

Agenda Item Brief: This is a for the disposal of biosolids from TMWRF at the Lockwood Regional Landfill contract beginning on January 1, 2014 and extending through June 30, 2015. There are options for four 1-year extensions of the contract.


Background: TMWRF produces biosolids as a normal waste stream from the wastewater treatment process. These biosolids are currently being disposed of at the Lockwood Regional Landfill. The current agreement for this disposal expires on December 31, 2013. TMWRF is seeking Council approval of a new contract that will allow for continued disposal of the biosolids at the landfill.

Analysis: If approved the City of Sparks will enter into a contract with Waste Management, Inc. for disposal of the biosolids at the Lockwood Landfill. The proposed rate for disposal is $12.06 per ton on weekdays and $21.50 per ton on Saturday. TMWRF does not currently have the capacity to store biosolids over the 48-hour weekend period. Thus, Saturday disposal is required for the treatment plant to continue to operate properly. The premium being charged by Waste Management for weekends is directly tied to the fact that the facility is closed to the public on weekends and they must fully staff the facility to accept the materials generated by TMWRF. State and Federal regulatory requirements on the operation of the landfill requires a minimum level of staffing to uncover and cover the face of the landfill each operating day. While it would be the preference of Waste Management to close the facility to all customers, including TMWRF, they have recognized the operational needs of our process and have priced the weekend rate accordingly. The proposed rates represent a 14.8% increase over the current rate for weekday disposal and a 105% increase for Saturday disposal which had been priced the same as weekdays under the previous agreement. The Saturday premium reflects a change in the operation of the landfill that would otherwise be closed on Saturday. The proposed weekday rate is approximately 27% below the gate rate at the landfill and approximately 79% below the rate at the Carson City Landfill, the next closest disposal option.

Alternatives: 1. Council could direct staff to investigate other alternatives.

Recommended Motion: I move to approve and authorize the mayor to sign the contract with Waste Management, Inc. for disposal of biosolids from TMWRF at the Lockwood Regional Landfill.
