Title: Consideration and possible approval of an amendment to an agreement, A-3564, awarded to CDM-Smith by the City of Reno. Sparks' share to be reimbursed to the City of Reno is $86,013.40 for engineering services in support of Phase II improvements to the electrical system at Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ additional share of the contract between the City of Reno and CDM-Smith for a contract amendment to design the Phase II electrical upgrades at TMWRF.
Financial Impact: There is no impact to the General Fund. $3,921,464.18 of appropriations remains in Year 1 of the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, CIP 146600, in Fund 1631, Sanitary Sewer Capital Project Fund. This Amendment #1, which the City of Reno will enter into with CDM-Smith, increases the original agreement by $274,190.00 to $729,670.00. The City of Reno will continue to administer the project. Additional reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF, outlined in the attached Table 1. Expenses will post to account 604090, TMWRF Construction using CIP 13-6600D.

Agenda Item Brief: City staff is asking the City Council to approve an additional reimbursement to the City of Reno in the amount of $86,013.40 for its share of a $274,190.00 amendment to the contract administered by the City of Reno with CDM- Smith to provide design and consulting services for the Phase II electrical upgrades at TMWRF. Electrical upgrades are required to ensure compliance with the Environmental Protection Agency permit and the health and safety of plant personnel.


Background: Transformers and related electrical switch gear went into service in 1964 during the original construction of the Truckee Meadows Water reclamation Facility and have been in use beyond their normal useful life (40 years). These systems have been exposed to corrosive environments associated with municipal wastewater treatment. Electrical Upgrades Phase I for the replacement of transformers A & B as well as the switch gear and Low Voltage Distribution Centers associated with those transformers has been completed. The design of the Phase II electrical is currently underway.

Analysis:

The original Electrical Upgrades Phase II involved the design and replacement of the remaining electrical components identified by the 2007 arc-flash study. During the course of design for the Phase II electrical, several needed improvements were identified that were not included in the original scope of work. The additional scope of work will include addressing key electrical issues in the nitrification facility, filter building and the design of quick connects for generators to supply emergency power to facility buildings in the event of an electrical failure. A complete detail of the additional scope of work is included in the attached amendment.

These additional tasks have expanded the design and engineering services of CDM-Smith in the amount of $274,190.00, increasing the total contract amount to $729,670.00 (table 1). The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Reno’s share of the amendment is $ 188,176.60 and Sparks share is $ 86,013.40.



Alternatives: Council could direct staff to provide other alternative.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of the electrical upgrades in the amount of $ 86,013.40.
