Title: Consideration and possible approval to purchase one compact track loader with asphalt planer, one mini excavator, and one portable air compressor from Bobcat West in the amount of $147,349.88.

Recommendation: Staff recommends that Council approve the purchase of these pieces of equipment from Bobcat West in the amount of $147,349.88.
Financial Impact: $147,349.88 in Motor Vehicle Fund 1702. $1,956,500 was approved for Project #14-7500 Vehicle & Equipment Replacement Plan in the Fiscal Year 14 CIP including $164,000 replacement cost for these three vehicles and $1,858,970 of budget authority currently available. $86,824 of replacement funds have been collected in this fund for these purchases. Truckee Meadows Water Reclamation Facility (TMWRF) fund annual maintenance and repairs costs will increase by $1,896 (see attached financial impact (FI) Detail).

Agenda Item Brief: Equipment Services is requesting authorization to spend $147,349.88 to replace two pieces of equipment used in various maintenance activities around the City, and one used at TMWRF.


Background: This request is for replacement of skid steer loader #774B, a scrubber #948A for the maintenance division, and a portable air compressor #611A for TMWRF These pieces of equipment have had their life cycles extended, and now the maintenance costs have exceeded their value.

Analysis: In sourcing these vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing these vehicles utilizing the NJPA contract # 06031-CEC, and NJPA contract # 060311-CEC. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

Alternatives: 1. Council could approve this purchase as outlined by staff. 2. Council could deny this purchase. 3. Council could direct staff to provide alternatives to this purchase.

Recommended Motion: I move to approve the purchase of two pieces of equipment from Bobcat West in the amount of $147,349.88.
