Title: Consideration and possible approval to appoint a new Police Chief for the City of Sparks, and consideration and possible approval of the applicable employment contract.

Agenda Item Brief: With the retirement of Police Chief Steve Keefer, it is necessary to appoint a new Chief of Police, and to finalize an employment agreement with the new Chief of Police.
Background: Following the retirement of Police Chief Steve Keefer, Deputy Chief Brian Allen was appointed to be the interim Acting Chief of Police. The City Manager has asked Deputy Chief Allen to consider the position of Police Chief on a permanent basis. The City of Sparks provides employment to various levels of employees to provide services for its citizens. The City’s personnel complement includes Civil Service positions who fall under guidelines and regulations provided by the Civil Service Commission and appointed employees who fall under the guidelines and regulations provided by the City Council under the management of the City Manager Executive employees of the City they fall under the appointed class of employees and are subject to the rules and regulations of the City and have their salaries and benefits provided by an employment contract and/or a Resolution denoting certain employee positions as Executive Employees. These Executive Positions also are covered by individual Employment Agreements. Under the City’s current Executive Resolution, the position of Police Chief is defined as an ‘appointed’ position. When the position of Police Chief is vacated, it can be simply appointed by the City Manager and confirmed by the City Council or a full recruitment process may ensue.
Analysis: The City’s Police Chief, Steve Keefer, commenced an annual leave, effective April 26, and retires on June 3, 2013. The position was filled on an interim basis by Deputy Chief Brian Allen. The City Manager has had the opportunity to work with Deputy Chief Allen on a close basis during the last several years, and to evaluate his performance in a senior leadership role. The City Manager, through review of Deputy Chief Allen’s experience, performance in the Deputy Police Chief role, and interview, has selected Brian Allen as his choice for the position of Police Chief.
Alternatives:
1. The Council may choose to confirm the appointment of Brian Allen to the position of Police Chief, and approve the Employment Agreement, as recommended by the City Manager as outlined by staff.
2. The council may choose not to confirm the appointment of Brian Allen to the position of Police Chief, and approval of the Employment Agreement, as recommended by the City Manager and as outlined by staff.
3. The Council may choose not to confirm the appointment of Brian Allen to the position of Police Chief, and not approve the Employment Agreement, as recommended by the City Manager as outlined by staff, and could direct the City Manager to seek other alternatives.
Recommended Motion: I move to confirm the appointment of Brian Allen to the position of Police Chief, and approval of the Employment Agreement, as recommended by the City Manager as outlined by staff.
