Title: Public Hearing, 2nd reading and possible action of Bill Number 2658, an ordinance adopting the 2012 International Building Codes and other matters properly related thereto.

Agenda Item Brief: Ordinance adopting the 2012 editions of the International codes and other matters properly related thereto effective September 1, 2013. Currently the 2006 editions of the International Codes are being enforced.

Background: The International Codes are the predominant building codes used throughout the nation. On a three year cycle they are updated and published by the International Code Council. They establish minimum standards to safeguard life and public welfare by regulating and controlling the design, construction and installation of new buildings and alterations to existing buildings. Adopting modern building safety codes ensures that the City Of Sparks is addressing all aspects of safe and sound construction, such as structural integrity, plumbing, electrical and mechanical systems, and energy efficiency and sustainability. The Building Officials in Northern Nevada wanted to bring a more consistent approach to the way building codes are adopted and interpreted. A steering committee was formed to develop the 2012 Northern Nevada Amendments. This committee, consisting of building organizations and code officials, has authored an amendment package that will be adopted throughout Northern Nevada.

Analysis: The adoption of the proposed bill will amend, by ordinance, Title 15, Building and Construction, of the Sparks Municipal Code (SMC) to include , Chapter 15.01 International Building Code, Chapter 15.05 Administration code, by adopting the 2012 Editions of the International Building Code, International Residential Code, International Existing Building Code, International Mechanical Code, Uniform Mechanical Code, Uniform Plumbing Code, International Fuel Gas Code and International Swimming Pool and Spa Code, the 2011 Edition of the National Electric Code, the 2012 Northern Nevada Amendments, the 2011 Northern Nevada Energy Code Amendments; and other matters properly related thereto effective September 1, 2013.

Alternatives: 1- The City Council may approve the ordinance as submitted by staff. 2- The City Council may reject the ordinance and provide direction to the City Manager.

Recommended Motion: I move to approve Bill Number 2658 an ordinance adopting the 2012 International Building Codes effective September 1, 2013.
