Agenda Item Brief: Appeal of sewer service rate structure
Background: At their March 14, 2013 meeting, the Sewer Appeals Committee considered the appeal of Mr. Aboumrad for the account at 321 9th Street. Mr. Aboumrad was appealing the fee structure/rates that he is being charged. This property is classified as a rooming house. Sewer service fees are charged in accordance with Section 13.09.020 Dwelling or residential unit of the Sparks Municipal Code. The Committee's recommendation to the City Manager was to freeze the account for one month to allow set-up of a payment plan and to uphold the current rate structure. Mr. Aboumrad's account is due in the amount of $3,631.48 per the attached history report.

Alternatives: Council could deny the appeal or consider alternatives as presented by staff and the petitioner
Recommended Motion: I move to uphold the rate structure as identified in Title 13 of the Sparks Municipal Code and to deny the appeal.
