Agenda Item Brief: The City of Sparks in conjunction with the Nevada State of Emergency Management (NVDEM) are eligible to apply for an Emergency Management Performance Grant (EMPG) from the Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) for the purpose of offsetting local government expenditures related to emergency management planning and training. The EMPG Grant award for FFY 2012 for the City of Sparks is $80,271.00.


Background: The City of Sparks in conjunction with the Nevada State of Emergency Management (NVDEM) are eligible to apply for an Emergency Management Performance Grant from the Department of Homeland Security and Federal Emergency Management Agency for the purpose of offsetting local government expenditures related to planning and training exercises. The city has participated in this grant program over the last decade using the monies to enhance the city’s emergency management preparedness. The current grant is for the Federal Fiscal Year (FFY) 2012 for personnel and operational costs incurred from October 1, 2011 through March 31, 2013. The grant program has been in arrears the last four years; however, the city has prepared itself to response to the grant period and performance criteria. The EMPG Grant award for FFY 2012 for the City of Sparks is $80,271.00. The city’s match is an equivalent amount of “in kind” personnel costs for activities dedicated to emergency management planning and training. No new city monies are required to meet the matching requirements on this grant.

Analysis: The EMPG provides an opportunity to offset planning and training expenditures for personnel costs incurred in preparedness activities for the City of Sparks. The city has used these monies since FFY 2005. The monies have historically been uses related the development of training manuals and exercises for city personnel in the development of response plans and table-top exercises to test the readiness of the city related to various natural and manmade disasters. The city’s focus on emergency management preparedness has proven invaluable in two recent disaster events: 1) the Pineapple Express 2012 near flood event of December 2012, and 2) the TMWRF Head Works to Grit Pump leakage event at the Truckee Meadows Water Reclamation Facility in January 2013. Currently, due to a focus on emergency management and training over 80% of the personnel assigned to fill the city’s Emergency Operations Center (EOC) job functions are trained in the federally mandated National Incident Management System (NIMS) and Incident Command System (ICS) through ICS300 or above as required by FEMA.

Alternatives: The Council could direct staff to not apply for the FFY 2012 EMPG. The costs for emergency management training have been incurred for the period October 1, 2011 though March 31, 2013 and the city could choose not to ask for reimbursement of these costs.

Recommended Motion: ”I move to direct staff to apply for the Emergency Management Performance Grant (EMPG) for the Federal Fiscal year 2012 in the amount of $80, 271.00.”
