Recommendation: Staff recommends approval of the contract.
Financial Impact: Budget of $286,111 for this project is available in the following four programs: $249,021 from 13-0501 Pavement Management-Street Corrective, Account 603190 Maintenance and Repairs; $16,690 from 13-0503 Pavement Management-Sidewalk Rehabilitation, Account 604140 Roads, Streets and Bridges; $13,500 from 13-6801 Drains Annual Road Ahead Project Coordination, Account 604130 Drainage System; and $6,900 from 13-6602 Sewer Annual Road Ahead Project Coordination, Account 60415 Sewer Lines.

Agenda Item Brief: Consideration and possible approval of the 2013 Street Rehabilitation Unit 1 to Spanish Springs Construction, for the contract amount of $286,111. Staff recommends approval.
Background: The proposed 2013 Street Rehabilitation Unit 1 Project is part of the City’s Transportation System Pavement Management Program. The streets have been selected and prioritized through the City’s Pavement Management System. The roadways are part of the Corrective/Rehabilitation projects list, which are outlined in the 5 year Program of Projects.
The pavement construction methodology will be to mill three inches (3”) of the existing asphalt surface and the placement of a three inches (3”) Type 3 asphalt overlay. To reduce potential tripping hazards and mitigate drainage concerns existing concrete curb and gutter and sidewalk will be removed and replaced, as needed. Non-compliant curb ramps will be rehabilitated to meet the current Americans with Disabilities Act Accessibility Guidelines.
Analysis: Should council approve the project, the following roadways will be rehabilitated:
• Parkland Drive - Ridgeland Drive to Waterfield Drive
• Ridgeland Drive - Parkland Drive to Waterfield Drive
The City of Sparks received four (4) qualified bids for this project, which were received August 15, 2012 at 1:45 p.m. and opened on August 15, 2012 at 2:00 p.m.
