Title: Consideration, discussion and possible approval of a construction contract (AC-5552) for the Tennis Court Surfacing-Pah Rah Park Project, Bid No. 18/19-017, in the amount of $113,429 to General Acrylics, Inc.

Agenda Item Brief:

This project consists of the preparation of the existing asphalt surface, installation of a monolithic Cushion Court system over the existing asphalt, new surfacing, and tennis court/pickle ball striping.  Staff recommends approval.



Background:

Pah Rah Park tennis courts were last resurfaced in 2005 with a soft foam core overlay system.  During the spring storms of 2017 the foam system was damaged and required removal.  Since that time the courts have been closed while staff reviewed possible resurfacing or rehabilitation methods that would have longevity and be cost effective.  There is no longer a licensed contractor in the Reno/Sparks area that does tennis court surfacing so the work will have to be done by a contractor willing to travel to the Reno/Sparks area.

Parks & Recreation and Community Services Engineering staff reviewed possible rehabilitation and resurfacing options for the tennis courts at Pah Rah Park.  Based on review of the possible products and methods along with recent Washoe County School District tennis court rehabilitation bids, staff developed a bid that allowed contractors to either (Option 1) install a monolithic pad system over the existing asphalt or (Option 2) remove/replace the existing asphalt with a new acrylic surface. The monolithic pad system should last longer and have minimal affects from typical asphalt cracks that occur over time on outdoor courts.  The new monolithic system should also play and feel more like a regular tennis court than the foam core system installed in 2005.



Analysis:

The project was advertised on January 16, 2019 and no addenda was issued during the bid.  Two (2) bids were received at City Hall on January 30, 2019 as a result of the formal bid process.  In staff’s review of the bids, Allsport America failed to self-list as a contractor on the project as required by NRS 338.141.  Therefore per NRS 338.141, the bid provided by Allsport America is determined to be non-responsive.  The bid received from General Acrylics, Inc., was the lowest responsive bid in the amount of $113,429, which includes an $8,000 force account.  The contract for the project and a bid recap has been attached for reference. A bid summary is shown below for your review:

Alternatives:
  1. City Council could approve the project contract as outlined by staff.
  2. City Council could reject the proposed project contract and provide direction to the City Manager.

I move to approve the construction contract (AC-5552) for the Tennis Court Surfacing-Pah Rah Park Project, Bid No. 18/19-017, in the amount of $113,429 to General Acrylics, Inc.
