The design for the project was funded utilizing FY 18 budget. There is no budget authority remaining in the design program, therefore the proposed change order will be subsidized with CIP Project 19-6600 E Prater Way Storm Drain Construction funding, which currently has $2,305,000 of approved budget authority.

Agenda Item Brief: Background:
Consideration and possible approval of a change order to an existing contract with Atkins, for the East Prater Way Storm Drain Project design, in the amount of $120,100. The change order is due to a significant change in scope for the engineering design of the East Prater Way Storm Drain project. The initial design of the project revealed that a large diameter storm drain gravity main replacement would not be feasible due to the existing storm drain alignment, proximity to property owners, and utility conflicts. A pump station was determined to be the most beneficial alternative to the large diameter gravity main. This design change order will allow for the complete design of the pump station and discharge line for the East Prater Way Storm Drain project.
The East Prater Way Storm Drain project was identified as a high priority in the 2011 Stormwater Basin Master Plan due to drainage issues along Prater Way between Sparks Blvd and Vista Dr. Council approved a contract with Atkins in 2017, in the amount of $229,000, for the engineering design of the storm drain project. The original design scope included upsizing the existing storm drain line along Prater Way and Wabash Cir as well as capacity improvements to various drop inlets. At the 30% design submittal it was determined that it would not be feasible to upsize the existing storm drain along Prater Way due to its proximity to existing utilities, established landscaping, and the impact to adjacent property owners.
Alternatives were narrowed down to a combination of multiple storm drain lines or a pump station and pressure main configuration. Modeling the alternatives and estimating construction costs revealed that the pump station and pressure main configuration is the most effective approach. This change order will cover the remaining design of the pump station and pressure main. Atkins’ change order proposal is attached for Council’s review.
The $120,100 change order proposal covers the complete pump station and pressure main design including structural design of the subsurface stormwater vault. If it is determined that a pre-designed vault will fit the application, the redesign cost would be reduced to approximately $55,500.
1. City Council could approve the change order as outlined by Staff.
2. City Council could reject the change order and provide direction to the City Manager.
I move to approve the change order to the existing contract with Atkins North America, Inc., (AC-5398) for the East Prater Way Storm Drain Project design, in the amount, not to exceed, $120,100.
